FRETILIN reafirma o seu compromisso para 2010-2020 como "A década de paz, estabilidade e desenvolvimento"

O secretário-geral do partido FRETILIN, Mari Alkatiri reafirmou ontem que o seu partido se tem empenhado incansavelmente por muito tempo para tornar a próxima década, de "paz, estabilidade e desenvolvimento" para o povo de Timor Leste. O Dr. Alkatiri falou num grande encontro de milhares de membros da FRETILIN e convidados, incluindo o presidente José Ramos Horta, o presidente da FRETILIN Francisco Guterres Lu Olo, veteranos da resistência, embaixadores e representantes de outros partidos políticos nacionais, na sede da FRETILIN para comemorar o 36º aniversário da fundação da ASDT / FRETILIN.

"Nós, como povo, como nação precisamos de paz e estabilidade, se quisermos alcançar o desenvolvimento humano, que irá trazer o desenvolvimento económico e social do nosso povo. Nós tentamos alcançar a paz e estabilidade lembrando muito sobriamente e sem ilusões de que, em 2006, a nossa nação atravessou uma crise que levou-nos à beira da guerra civil. A crise de 2006 não aconteceu porque houve apenas uma coisa errada, não apenas porque a FRETILIN fez algo de errado, e temos de reconhecer que muitos de nós cometemos erros. Como o primeiro-ministro na época, eu assumi a responsabilidade como chefe de governo, e renunciei ao meu mandato, para evitar mais derramamento de sangue e enfrentei os que me acusavam com uma investigação criminal. Eu fui ilibado, na medida em que fui considerado inocente de qualquer delito criminal. Tenho publicamente reconhecido várias vezes desde 2006, que eu aceito a responsabilidade pelas falhas do meu governo e do partido que contribuíram para a crise de 2006. No entanto, é uma mentira dizer que eu fui o único culpado pela crise."

"Quando aceitamos o manto de uma liderança nacional devemos estar prontos para assumir a responsabilidade, especialmente quando se é líder do governo. Não podemos simplesmente culpar os outros em torno de nós e continuar a afirmar que foram todas as outras pessoas que falharam ou cometeram erros, e que nós nunca cometemos erros. Estamos todos neste exercício da construção da nação, como um só. Não há uma pessoa ou um partido único que pode garantir a paz, estabilidade e o desenvolvimento para o nosso povo e nação. Teremos de ser todos nós trabalhando juntos para atingir esse objetivo. Nas sociedades pós-conflito, como a nossa, temos que zelar para que ninguém se sinta excluído do processo de governar. Será necessário construir plataformas de consenso sobre a verdadeira política de desenvolvimento nacional. Ninguém deve explorar as emoções do nosso povo por conveniência política. Todas as pessoas deverão saber ser objetivos e específicos nas mensagens que elas entregam ao nosso povo nas nossas disputas políticas ", sublinhou Mari Alkatiri　

O presidente José Ramos Horta também discursou no encontro, onde ele proferiu a mesma mensagem que ele entregou na noite anterior, num encontro com personalidades nacionais e internacionais no palácio presidencial, onde este reconheceu a contribuição da FRETILIN para ultrapassar a crise de 2006 para alcançar a paz e a estabilidade.

"Eu gostaria de aproveitar esta oportunidade para reconhecer especialmente o papel positivo e construtivo desempenhado pela FRETILIN em criar o ambiente propício para a paz e estabilidade neste país. A maturidade política e uma postura crítica demonstrada pelos seus dirigentes e quadros têm contribuído imensamente para a consolidação e manutenção da preciosa paz que estamos a apreciar agora, após a crise de 2006 ", disse o presidente a personalidades nacionais e internacionais numa festa, após uma cerimónia de condecoração no palácio presidencial em 19 de maio de 2010.

O presidente da FRETILIN, Lu Olo, sublinhou que, apesar de serem perseguidos e vítimas da violência política organizada em 2006 e 2007, a FRETILIN manteve a sua dignidade e a crença de que as pessoas comuns queriam a paz, estabilidade e o desenvolvimento, e a FRETILIN tinha que manter esse desejo do povo vivo, apesar de ser inconstitucionalmente empurrado para a oposição.

O presidente Horta, o presidente da FRETILIN Lu Olo e o Dr. Alkatiri também entregaram a antigos veteranos da luta de libertação nacional, com certificados de reconhecimento pela sua participação na FRETILIN, o partido que iniciou e perdurou até à conclusão da luta pela independência nacional.

FRETILIN re-states its commitment to 2010-2020 as "The decade of peace, stability and development"

FRETILIN party Secretary General Mari Alkatiri yesterday reaffirmed his party's long held and continuing commitment to tirelessly contributing to making the coming decade one of "peace, stability and development" for the people of Timor-Leste. Dr. Alkatiri was speaking to a large gathering of thousands of FRETILIN members and invited guests, including President Jose Ramos Horta, FRETILIN President Francisco Guterres Lu Olo, veterans of the resistance, ambassadors and representatives of other national political parties, at FRETILIN headquarters to celebrate the 36th Anniversary of ASDT/FRETILIN's foundation.

"We as a people, as a nation need peace and stability if we are to attain the human development that will bring social and economic development to our people. We pursue this peace and stability remembering very soberly and without illusions that in 2006 our nation traversed a crisis that took us to the brink of civil war.  The 2006 crisis happened not because there was only one thing wrong, not just because FRETILIN did wrong, but because many things had gone wrong, and we must recognize that many of us did things that were wrong. As the Prime Minister at the time I accepted responsibility as head of government, resigned to avoid further bloodshed and faced my accusers in a criminal investigation.  I was vindicated in that I was found innocent of any criminal wrongdoing.  I have publicly acknowledged many times since 2006 that I accept responsibility for my government and party's failings that contributed to the 2006 crisis.  However, it is a lie to say that I was the only one to blame for the crisis.

"When we accept the mantle of national leadership one must be ready to assume responsibility, especially when one is the leader of the government.  We cannot simply blame others around us and continue to assert that it is everyone else who has failed or made mistakes, and that we never make mistakes.  We are all in this nation building exercise together, as one. There is not one person or party who alone can guarantee peace, stability and development for our people and nation. It will take all of us working together to attain these things. In post-conflict societies such as ours, we have to strive to ensure nobody feels excluded from the governing process. It becomes necessary to build platforms of consensus on truly national development policy. No one should exploit the emotions of our people for political expediency. Everyone should know how to be objective and specific in the messages they deliver to our people in our political contests," Alkatiri stressed.

President Jose Ramos Horta also addressed the gathering, delivering the same message he delivered the night before to a gathering of national and international dignitaries at the presidential palace, in acknowledging FRETILIN's contribution to moving on from the 2006 crisis to achieve peace and stability.

"I would like to take this opportunity to especially acknowledge the positive and constructive role played by the FRETILIN party in creating the enabling environment for peace and stability in this country. The political maturity and critical posture showed by its leaders and cadres has contributed immensely to consolidating and sustaining the precious peace that we are now enjoying after the 2006 crisis," the President told assembled national and international dignitaries at a cocktail party following an honors award ceremony at the presidential palace on 19 May 2010.

FRETILIN party president Lu Olo stressed that despite being persecuted and victims of organized political violence in 2006 and 2007, FRETILIN maintained its dignity and belief that ordinary people wanted peace, stability and development and FRETILIN had to keep this desire by the people alive, despite being unconstitutionally pushed into opposition. 

President Horta, FRETILIN president Lu Olo and Dr. Alkatiri also presented former veterans of the national liberation struggle with certificates of recognition for their involvement in FRETILIN, the party that began and carried through to its conclusion the fight for national independence.

In recent weeks we all heard many statements from His Excellency KayRala Xanana Gusmao about the Greater Sunrise gas field. Sunrise is an issue that we as the state and as a people must remainunited to bring the pipeline to Timor-Leste.

Accordingly from the time of the previous FRETILIN Government we wereunited on this issue, in order to ensure that our people’s naturalresources would be brought to Timor-Leste and be used to developindustries in our country, such as the petrochemical industry. Earlier we faced our powerful neighbor, but we were able to achievegood results.

We achieved these results through a process ofnegotiation with strong determination and a spirit of nationalism,which has its roots in our struggle for self determination andindependence. In this way we were able to achieve the results thatthe Timorese people had long awaited.

“Mate ka Moris, Ukun Rasik Aan!” (“Live or die – we wantindependence!”) The previous generation always cried this out, andtoday we still need to call this out because we still face obstaclesand various challenges; as a people and a nation, we still facedifficulties ahead.

The issue of petroleum resources is an issue of national interest.Australia’s foreign policy will hold tight to their interests. Ourforeign policy through our politicians must hold firmly to ournation’s interest.

At the same time, we must remain fully vigilant whilst also beingmaximum tolerance of all those who are among us. Today the FRETILIN bench questions the national conviction andpatriotism of some of those in the de facto AMP government.

Because our national interest is at stake now in the oil and gas negotiationsof the Greater Sunrise field, a negotiation which suffers fromallegations of the two sides threatening each other.

We don’t know if they are threatening each other or not, but we only know that asneighboring countries and friends, we should not be threatening eachother.

We all know that the de facto Minister for Finance, Ms. Emilia Pires,likes to employ many foreigners and she has greater confidence in themthan the Timorese staff in her ministry.

We see the contracts fora dvisors of various nationalities, including those withoutqualifications for the job, but they still receive a big salary.Perhaps then we should not be surprised when we hear about herthoughts on “Nationalism”, towards our nation that are not in accordwith what we expect from someone who is holding a governmentleadership position.

I state this because the FRETILIN bench has received proof through an e-mail that Ms. Emilia Pires sent to an activist of an international NGO, in which she wrote that she did not believe in nationalism forTimor-Leste.

On the 16th of June, 2006 she wrote: “I do not buy this rhetoric of nationalism to the point where peoplecontinue to be poor.....that does not mean we have to nationalizeeverything..... it meant we had to know how to negotiate deals whichcould bring a win-win situation for everyone.....”

In this e-mail, it is not clear what she meant by “a win-winsituation” or what negotiation she referred to, but her context isthat she does not believe that it was in Timor-Leste’s interest when Dr. Mari Alkatiri was the leader, to be ‘nationalist’ and that perhapsbecause of this, we as a nation could get a reaction from anothercountry to remove Dr. Alkatiri from power.

So now we find out that the Minister doesn’t believe in “Nationalism”.She speaks with institutions like the World Bank and IMF about whatwe should do in future with the petroleum fund? We don’t know if sheputs our “nationalism” first or perhaps she thinks of herself firstand her future career?

We don’t believe that she puts her“nationalist” feeling the same as she wrote. When she speaks with consultants who came last week for a seminarabout how to invest our petroleum fund money, such as the Australianman from Melbourne, the city where Emilia lives in Australia, is thatbecause she is thinking of “nationalism” or not? I hope that she doesnot follow her own words.

In another e-mail it clearly shows that she does not have a sense ofour national sovereignty or of our independence.

Even though we have different political views from the Deputies sitting on the other side,we all believe that our nation must be independent. We believe in ourself rule and we do not need to be ruled by others as their slaves.

All Maubere people will perhaps be shocked when they hear of or readthis e-mail where she writes to a foreign colleague/friend that: “East Timor will never have a peaceful future...... so if we are goingto leave it in the hands of people like Mari..... I can tell you rightnow.... I would support integration with Australia.... at least themanagement of the country will be under some really managers and theausies will know how to ensure our people gets their 3 feedings a dayand some decent housing.... and I am sure some good roads, goodtelephone communications, will know how to read and write,etc...etc.... the price to pay is that you no longer call yourselfEast Timorese.....” Let’s hear that again, “I would support integration with Australia”!!!

What? How can someone who holds the Minister of Finance position ever think like this? Sell the nation and the people to another country because she doesn’t like one leader.

Perhaps we should also question her actions during the 2006 coup.Because she herself writes: “Between us.... one reason apart from the pragmatic one for me to getout was that if I had stayed I certainly would have joined forces withthe rebels..... that is all I can say at the moment....”

This refers to Alfredo Reinado’s rebel group, who tried to kill His Excellency the President of the Republic, as proven in court. So now we all ask if Emilia’s phone number also appears on the list of those to be investigated by the police for the 11 February case because they contacted Salsinha on the 11th of February.

Is she to be investigatedor not? Perhaps we should investigate her in light of this e-mail we have just found.

Mr. President, my fellow Deputies.

We do not want to arbitrarily accuse anyone. For this reason the FRETILIN bench did not raise this issue before we had the chance to confirm through sources who had actually received the e-mail.

People received and forwarded the e-mail according to our sources. This is not a private issue as she speaks of the national crisis that caused so suffering and traumatized so many people. Now we understand why when she took the position of de facto Finance Minister, Australians frantically produced articles and commentaryabout how she was good for Timor.

Perhaps they knew something more?Perhaps they knew that many Australian or Melbourne advisors would get a job and would determine the direction of this country. The behaviour and thoughts expressed above raise doubts, concerns andrequire us to ask questions such as: Mr. Alfredo Pires, as younger brother of Ms. Emilia Pires, is now leading the negotiations for Greater Sunrise.

Why is it that the Greater Sunrise negotiations today are going as they are? Why is it that the negotiating parties are talking to each other only through the media? Is this all pretend or to cover up failings, because there is some compromise already as shown through the e-mail mentioned above?

The Maubere people need vigilance and control over people who do nothave a sense of nationalism and patriotism, so that we can guarantee ademocratic state based on the rule of law and the sovereign nation ofTimor-Leste.

We await to see to where all these things will go?
